Do I need a permit for a fence in Maricopa?
The Maricopa FAQ distinguishes building permits from the zoning permit for a fence or wall. Its building-permit answer considers height, retaining walls, surcharge and slope. The zoning requirement covers setbacks, height and design aesthetics. Read those conditions together rather than treating a height threshold as the complete answer.
Building permits are required for retaining walls over 4 feet and fences over 7 feet, designed by a Registered Design Professional, or if you live on a >10% slope.

What work does not need a permit in Maricopa?
For a pergola, Maricopa ties the exemption to both size and the absence of electrical or plumbing work. A pergola under 200sf without those utilities falls within the published exemption. Electrical or plumbing changes the answer regardless of size; the city also states that pergolas over 200sf require a permit.
Pergolas over 200sf require a permit. You do not need a permit if the pergola is under 200sf and does not have electrical or plumbing. If the pergola includes electrical or plumbing, yes, you will need a permit, regardless of the pergola size.

The May 2026 Maricopa schedule lists first-review targets separately from subsequent reviews and overall review time. Additions and alterations have an 8-working-day first-review target; electrical has 4 working days, and a custom residential home has 12 working days. These are plan-review targets, rather than promised permit-issuance dates.
The completeness clock begins the day after the necessary documents are uploaded to VIP Portal and the relevant payments are made. The city describes the turnaround times as estimates that can change with submittal size, workload and staffing. Keep those qualifications with the target for the particular project type.
