Arcadia permit requirements
The Arcadia FAQ describes both the general construction rule and an accessory-building exception. Its examples include fences, walls, antennas and pools; the exception is part of the same answer, rather than a separate promise about a particular project.
Building permits are required for the construction/renovation of most buildings and structures. Almost anything constructed on or attached to the ground or attached to something located on the ground is considered a structure, including fences, walls greater than 18 inches tall, antennas and pools more than 18 inches deep. Accessory buildings (i.e., storage sheds, playhouses, etc.) smaller than 120 square feet in size generally do not require a building permit.

Arcadia inspection scheduling
The City publishes an inspection scheduling window of no more than 7 days in advance. For next-day inspections, its FAQ says to submit the request by 4:30pm the day before. An inspection is needed when the next construction phase will conceal the phase just completed; the inspection card helps identify those stages. The Building Division also schedules the final inspection.
