Do I need a permit for a fence in Torrance?

The Torrance exemption handout identifies a height limit for fences. Its building-work list uses the wording below. Keep the height condition together with the exemption: this item does not describe taller fences. The handout also says exemption from permit requirements does not authorize work that violates the code or other applicable laws.

Fences not over three 3 feet high.

do i need a permit for a shed in Torrance

For a shed, the published exception concerns a one-story detached accessory structure used for storage, a playhouse or a similar use. The area limit and the reference to Section 710A belong to the same item. Read them together rather than treating the floor-area number as the complete condition for a project.

One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided that the floor area does not exceed 120 square feet. It is permissible that these structures still be regulated by Section 710A, despite exemption from permit.

The Building and Safety handout includes finish work such as painting, tiling and carpeting in its building exemption list. It also keeps code compliance separate from the permit exemption. Before you apply in Torrance: checklist

Use an electronic submittal for the Torrance Building and Safety process. Create a Citizen Access account for an online application. The city directs applicants who receive Zoning Screening to submit that documentation with their permit application and construction plans; it also identifies projects that can skip the screening step when screening is not required.

Mechanical, electrical and plumbing work have separate permit applications and submittals. Keep the building application and the applicable trade submissions distinct when assembling the documents. The city’s instructions name these trades separately, so a structural project’s application does not describe the complete submission process for those systems.

Open the city application instructions: Building and Safety Permits

Effective January 5, 2026, all plan reviews and permit submittals must be submitted electronically. Paper plans and physical submittals are no longer accepted.
