Do I need a permit for a fence in Garden Grove?

Garden Grove’s construction-permit FAQ specifically lists masonry fences over 36 inches high among work requiring a permit. The material and height both matter in that wording. It gives a rule for masonry fences; this line does not establish a blanket exemption for a wood fence, a shorter wall, or a different fence project.

The source is the city FAQ section “When Do You Need A Construction Permit?” It is an unnumbered section. For your written scope, identify whether the proposed fence is masonry and state its height so the project can be discussed against the city’s actual wording.

Do I need a permit to repair or replace a roof in Garden Grove?

Garden Grove names reroofing a home or other building in its list of work requiring a permit. Its separate issuance FAQ includes reroofs among the permit types owners or contractors can apply and pay for online. The sources therefore provide both the reroof rule and an online application route for that named type of work.

The city’s online list also names water heaters, sewer lateral repairs, HVAC change outs, electric service upgrades with an Edison service-request number, and temporary power poles. The Online Building Permit Application link opens the application login. For reroofing, keep the city’s permit rule distinct from the construction and inspection details of the roof work.

Garden Grove’s inspection FAQ places roof-sheathing inspection after the roof penetrations for plumbing and mechanical systems are installed, with HVAC inspected at that stage if applicable. It also calls for interior and exterior shear-wall inspection, ICC listing for preassembled walls, and windows or sliders matching the plans for U-factor and egress. These are the city’s listed inspection conditions.

Can a homeowner pull their own permit in Garden Grove?

Yes. Garden Grove says a property owner or authorized agent may obtain the required permits. The same FAQ advises an owner who contracts out the work to have the contractor obtain them, linking that advice to responsibility for arranging and completing required inspections. Owner eligibility to obtain the permit and responsibility for those inspections are separate points in the city’s explanation.

You as property owner or your authorized agent may obtain the required permits.

The issuance FAQ also describes owners and contractors as the applicants for its listed online permit types, including water heaters and reroofs. Read that list alongside the property-owner rule when deciding who will submit a particular application. The city’s wording permits an authorized agent as well; it does not say the property owner must personally file the application.

What work does not need a permit in Garden Grove?

The city publishes a specific residential flag-pole exemption in Policy 26-025. It covers ground-mounted poles within the stated height and building-mounted poles within the stated length, adjacent to single-family dwellings or duplexes and used exclusively for local, State or National flags. The policy allows the City Building Official to direct otherwise.

a. Ground-mounted flag poles not exceeding seventeen feet (17') in height; and b. Building-mounted flag poles not exceeding eight feet (8') in length, when installed adjacent to single-family dwellings or duplexes (R-3 occupancies) and used exclusively for the display of local, State, or National flags, shall be exempt from the requirement for a building permit.

The exemption does not remove the policy’s setback requirement. It also retains a separate electrical-permit requirement for wiring or fixtures that illuminate flag poles. The bulletin says the exemption cannot be used for commercial purposes and directs residents to consult the supplier about footing size, installation instructions and attachment to the house before installing.

All flag pole installations shall comply with applicable setback requirements as established in the City’s Municipal Codes.

City of Garden Grove permit fee components — schedule effective June 9, 2026

The city-linked user-fee schedule lists these administrative components under Building Permit Fees, printed page 7. Its heading makes them applicable to permit types generally; single-permit and combination-permit issuance are separate entries.

Garden Grove does not state a single permit price in its construction-permit FAQ. It bases charges on project valuation and the number of plumbing, mechanical and electrical systems. The FAQ distinguishes payment at permit issuance from plan-check charges collected when plans are submitted. The schedule components shown here should therefore be read as components rather than a total for your project.

The city also publishes a permit-validity clock. Work must commence within 180 days of issuance; suspension or abandonment for 180 days after the last documented construction progress also causes expiry. These are permit-validity limits, not a promise about the time needed for plan review or permit issuance.

Every permit shall expire if the work authorized by it is not commenced within 180 days from the date of issuance, or if the work is suspended or abandoned for a period of 180 days at any time after construction progress is last documented.

For inspection timing, the city’s typical residential sequence specifies stucco cure periods before inspection. It notes that additional inspections may depend on the project and that partial inspections can require follow-up visits. Use the project’s actual inspection requirements rather than treating the typical sequence as a fixed count of visits.

Stucco Brown coat Inspection – The scratch coat is not inspected however the brown coat shall be inspected prior to final. (2-days for scratch and 7-days brown coat cure prior to inspection.)

Before you apply in Garden Grove: checklist

For plans other than the photovoltaic submission described separately in the issuance FAQ, Garden Grove directs applicants to obtain Planning’s “OK to submit” with a Permit Plan Check Application and complete plans. The formal Building & Safety submission then includes that application, the complete plan set and evidence of Planning’s “OK to submit.” Planning may require additional applications, so the city recommends contacting that division before submitting.

The FAQ adds a separate water-review condition where a lot gains additional water fixtures. Keep that condition with the submission instructions when it applies to your scope. For final stamping and issuance after permit-fee payment, staff arrange for two full size printed plan sets and documents. These are different stages of the city’s process; the final-stamping sets should not be confused with the initial Planning submission.

Permit staff will make arrangements with you to provide two (2) full size printed plan sets and documents for Final Stamping and issuance of City Set and Job Set of plans.
