Do I need a permit for a fence in Palo Alto?

Palo Alto’s adopted building-code amendment distinguishes wood fences from concrete or masonry walls. Its fence exemption excludes swimming-pool barriers and depends on Planning and Zoning regulations as well as height. The city’s text is below, including those conditions; the general exemption also leaves other code and ordinance requirements in place. Section 105.2 is the relevant building-code provision.

2. Wood fences, other than swimming pool barriers, not over 7 feet (2134 mm) high or concrete or masonry wall not over 4 feet (1219 mm) high when not subject to specific city of Palo Alto Planning and Zoning regulations.

Do I need a permit to repair or replace a roof in Palo Alto?

Palo Alto lists re-roofing among projects requiring a building permit. For its instant-permit route, the city narrows the reroof category to like-for-like work on a non-historic detached single-family home or duplex, with one structure per permit. The instant route also has an applicant restriction. Projects outside the listed permit types use the regular building-permit process.

Re-roof: Like for like re-roof, only one structure per permit (detached single-family and duplex only, non-historic property)

Can a homeowner pull their own permit in Palo Alto?

The captured Palo Alto instructions give a specific applicant restriction for an Instant Building Permit: that route is for contractors with an active Accela Citizen Access account. That statement does not establish an owner-builder option for the instant route. The regular application starts with a registered portal account and a Building Permit Pre-Application. Ask Development Services about the applicant category for an owner’s project.

What work does not need a permit in Palo Alto?

Section 105.2 of Palo Alto’s adopted amendment includes finish work such as painting, papering, tiling and carpeting. This is a finish-work exemption, while the application page separately lists home remodels as permit projects. The ordinance does not treat an exemption as permission to violate other requirements. Read the exemption with that limitation when comparing finish work with a broader remodel.

8. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.

Palo Alto’s stated first response is an intake communication about next steps, rather than a promise of completed plan review. The city distinguishes complete applications from incomplete submittals and provides a list of missing items for the latter. The adopted fee schedule identifies separate reroof entries, reproduced in the city-fee block. Those entries describe municipal permit charges.

You should receive your first response within 2 to 3 business days. Communication regarding next steps will be through e-mail.

Before you apply in Palo Alto: checklist

Palo Alto uses digital submittals, so prepare the project documents for upload through Accela Citizen Access. Begin a regular application in the Pre-Applications tab and choose the Building Permit Pre-Application. The city assesses documents for completeness and accuracy before formal review; an incomplete package receives a list of outstanding items. Its application page groups submittal checklists by project type.

All required documents must be uploaded through the ACA Portal. Before a formal review, all applications are assessed for completeness and accuracy to ensure the project is ready for plan check.

Palo Alto permit status

A Palo Alto permit’s status needs its record date and record type for context. For building permits issued after January 2015, the city uses “Finaled” after inspections are complete. Older permits can retain “Permit Issued,” so their inspection history matters. A revision record points to a parent building permit under Related Records; inspection activity is recorded on that master permit.
