Do plumbers need a state license for every building in Ohio?

Ohio Revised Code section 4740.01(F), read 22 October 2026: “(F) "Construction project" means a construction project involving a building or structure subject to Chapter 3781. of the Revised Code and the rules adopted under that chapter, but not an industrialized unit or a residential building as defined in section 3781.06 of the Revised Code.”

Ohio Revised Code section 4740.13(A), read 22 October 2026: "(A) No person shall act as or claim to be a type of contractor that this chapter licenses unless that person holds or has been assigned a license issued pursuant to this chapter for the type of contractor that person is acting as or claiming to be."

Ohio Revised Code section 3781.06(C)(9), read 22 October 2026: “(9) "Residential building" means a one-family, two-family, or three-family dwelling house, and any accessory structure incidental to that dwelling house. "Residential building" includes a one-family, two-family, or three-family dwelling house that is used as a model to promote the sale of a similar dwelling house. "Residential building" does not include an industrialized unit as defined by division (C)(3) of this section, a manufactured home as defined by division (C)(4) of this section, or a mobile home as defined by division (O) of section 4501.01 of the Revised Code.”

Keep optional questions about construction-project scope beside your written InstaBids request, so the plumbing work and building type are described together.

Is the plumbing credential for an individual or a contracting company?

The statutory definition identifies an individual; the search form separately links to an employer lookup. Ohio Revised Code section 4740.01(A), read 22 October 2026: “(A) "License" means a license the Ohio construction industry licensing board issues to an individual as a heating, ventilating, and air conditioning contractor, refrigeration contractor, electrical contractor, plumbing contractor, or hydronics contractor.”

The OCILB form labels its separate link "Click here for link to Lookup Licensee by Employer". Source read 22 October 2026.

Your optional OCILB research into individual credentials and the employer link can inform questions you keep alongside the written InstaBids plumbing request.

What can you conclude about status from the OCILB search form?

The empty search form does not establish a particular contractor's status. Read the status exactly as the record shows it when you run your own search. This page relies on the OCILB search form, including its "PL - Plumbing Contractors" category, rather than a captured contractor result. Source read 22 October 2026.

Treat optional OCILB status research as your own notes beside the written InstaBids request, while describing the plumbing tasks involved.

Can local plumbing rules still matter alongside the state lookup?

The local-regulation provision is relevant alongside the state search; its text follows. Ohio Revised Code section 4740.12(B), read 22 October 2026: "(B) Except as provided in division (A) of this section, nothing in this chapter shall be construed to limit the operation of any statute or rule of this state or any ordinance or rule of any political subdivision, district, or agency of the state that does either of the following: (1) Regulates the installation, repair, maintenance, or alteration of plumbing systems, hydronics systems, electrical systems, heating, ventilating, and air conditioning systems, or refrigeration systems; (2) Requires the registration and assessment of a registration or license fee of tradespersons who perform heating, ventilating, and air conditioning, refrigeration, electrical, plumbing, or hydronics construction, improvement, renovation, repair, or maintenance."
