How do you check an HVAC license in Texas?
Use the Texas Department of Licensing and Regulation search and choose the contractor category for air conditioning. The form accepts a name or business name as well as a numeric license search. For a company, the permanent-office rule connects the business to an individual license holder; Class A and Class B have different scopes.

Can someone without a license work on mini-splits?
TDLR answers no in its mini-split FAQ. The agency distinguishes a split system from a self-contained product: "No. There is an exemption for persons who engage in air conditioning contracting regarding “a portable or self-contained ductless air conditioning product that has a cooling capacity of three tons or less”. However, this is referencing window units, self-contained thru-the-wall units such as in hotel rooms, or self-contained portable ductless units. A “Mini-Split” AC unit is not self-contained, it is a split AC system, therefore requiring a Air Conditioning Contractor’s License to perform any contracting work for the public. See"
