What is pool resurfacing?

Pool resurfacing is replacing the worn interior finish of an existing pool, such as plaster, tile or a coating, with a new one. The pool is drained, the old surface is chipped out or prepared, and a new smooth, waterproof finish such as plaster or fiberglass is applied before the pool is refilled.

Do you have to drain a pool to resurface it?

For a full resurface, yes: the public pool specifications below drain the shell, keep it empty while the work goes on and relieve the groundwater (hydrostatic) pressure under it. Where the water goes is a city rule; Santa Barbara, California, for example, bans draining into the street and recommends no more than 10 gallons per minute into a sewer clean-out: “Drain the pool in a controlled manner.” Source: State of Louisiana, Office of State Procurement, read 2026-10-29. “Relieve and manage hydrostatic pressure as required.” Source: State of Louisiana, Office of State Procurement, read 2026-10-29. “Ensure that the shell stays empty during the Work and that the hydrostatic pressure under and around the pool shell is properly relieved.” Source: City of Gulf Shores, Alabama, read 2026-10-29. In Santa Barbara, “However, full draining may be needed to make repairs or to prevent equipment damage.” Source: City of Santa Barbara Public Works, read 2026-10-29. “It is a violation of the City’s Municipal Code to drain swimming pools and hot tubs into the street, gutter, or storm drain.” Source: City of Santa Barbara Public Works, read 2026-10-29. “The recommended flow rate is no greater than 10 gallons per minute.” Source: City of Santa Barbara Public Works, read 2026-10-29.

How do pool codes define pool resurfacing?

Pool resurfacing means putting a new interior finish on an existing pool shell, such as new plaster, new tile or a new coating, so the shell is smooth and watertight again. An Oklahoma pool code committee described it this way in April 2026, and California's public pool rule sets what the finished shell must be: “The committee reviewed the proposal adding a definition for Resurfacing, described as replastering, retiling, or recoating an existing pool or spa surface.” Source: Oklahoma Uniform Building Code Commission, read 2026-10-29. “The committee discussed that resurfacing activities were already encompassed within the existing definition of repair and that adding a separate definition would create redundancy.” Source: Oklahoma Uniform Building Code Commission, read 2026-10-29. In California, Title 24 section 3108B.2 reads: “The finished pool shell shall be lined with a smooth waterproof interior finish that will withstand repeated brushing, scrubbing, and cleaning procedures.” Source: Ventura County Environmental Health Division, read 2026-10-29.

Fiberglass pool resurfacing

Fiberglass resurfacing sprays layers of resin and chopped glass fiber over the prepared old surface instead of troweling on new plaster. A 2026 bid specification from the Paradise Recreation and Park District in California for its 220,000-gallon pool spells out the layers, and Utah's pool rule names the test standard for fiberglass pool surfaces: “The purpose of preparing existing concrete and plaster surfaces in this work is to provide a positive bond for the new fiberglass coating onto the original, replaced or repaired substrate of the pool-shell interior surfaces.” Source: Paradise Recreation and Park District (California), read 2026-10-29. “The coating/surface/liner specified shall consist of a four-coat, multi-component system of compatible materials including primers, surface sealers, polyester resins, pre-disbursed fibers, and top sealer/finish (chemically resistant, traction glaze) as described herein.” Source: Paradise Recreation and Park District (California), read 2026-10-29. “The contractor shall apply a uniform coat of fiberglass at thickness of 80 to 120 mils consisting of a ratio of approximately 30% fiberglass gun roving to 70% resin.” Source: Paradise Recreation and Park District (California), read 2026-10-29. “When Coats A, B, C and D are being applied, the minimum ambient temperate range (not surface temperature) should be minimum 50 degrees and maximum 95 degrees Fahrenheit.” Source: Paradise Recreation and Park District (California), read 2026-10-29. In Utah, for public pools, R392-302-9(4) reads: “The manager of a non-cementitious pool shall submit to the local health department documentation that the surface material has been tested and passed according to the requirement set forth in Subsection (3).” Source: Utah Administrative Code, via Cornell Law School LII, read 2026-10-29.

Pool resurfacing materials

Ventura County, California, names white plaster and fiberglass as the finishes on its public pool resurfacing worksheet, and the state rule it quotes says the finished shell is white except for set markings. A 2026 park district specification describes the goal of the new surface: For public pools in Ventura County, California, item 1 of the worksheet reads: “Resurface swimming pool shell in white plaster; fiberglass; or other material approved by VCEHD.” Source: Ventura County Environmental Health Division, read 2026-10-29. California Title 24 section 3108B.3 adds: “The finish color shall be white except for the top surface edges of benches and the edge of spa steps; the edge of pool steps; lane lines and tiles installed at the waterline.” Source: Ventura County Environmental Health Division, read 2026-10-29. “The intention of this specification is to require work that will result in a fully renewed interior surface of the pool, in essentially like-new condition.” Source: Paradise Recreation and Park District (California), read 2026-10-29.

Pool resurfacing process

For a plaster resurface the steps run: drain, strip or chip the old finish, acid-wash, apply a bond coat, hand-trowel the new plaster, then refill and start the pool up. The City of Gulf Shores, Alabama, and the State of Louisiana set the steps out in their pool resurfacing specifications: “Remove and dispose of all layers of plaster and paint back to original pool shell.” Source: City of Gulf Shores, Alabama, read 2026-10-29. “Removal may be performed by chipping hammers or water blasting, or approved equivalent.” Source: City of Gulf Shores, Alabama, read 2026-10-29. “Acid-wash the pool shell and neutralize.” Source: City of Gulf Shores, Alabama, read 2026-10-29. “Apply a bonding agent to ensure proper adhesion of new plaster.” Source: State of Louisiana, Office of State Procurement, read 2026-10-29. “Apply finish plaster by hand.” Source: City of Gulf Shores, Alabama, read 2026-10-29. “Pool refill and startup shall not occur until all in-pool work is complete, including tile, coping, logo inlay, and skimmer replacement.” Source: State of Louisiana, Office of State Procurement, read 2026-10-29. “The Contractor shall monitor and adjust chemicals, along with brushing pool for 14 consecutive days following installation.” Source: City of Gulf Shores, Alabama, read 2026-10-29.

How long does pool resurfacing last?

For public pools, the City of Alexandria, Virginia, put the usual plaster cycle at 5 to 10 years in a March 2022 budget answer. Its own Warwick Pool, plastered in 2017, was judged to need replastering again in the year before that answer: “Pool replastering is part of industry standard pool maintenance and typically occurs every 5-10 years depending on environmental conditions and general wear and tear.” Source: City of Alexandria, Virginia, read 2026-10-29. “The pool plaster work at Warwick Pool was completed in 2017 as part of the facility replacement.” Source: City of Alexandria, Virginia, read 2026-10-29. “The City’s pool contractor assessed the facility last year and noted that replastering was required.” Source: City of Alexandria, Virginia, read 2026-10-29.

When should you resurface a pool?

The time to resurface is when the finish is failing: plaster that sounds hollow, has come loose (delaminated) or is cracked. The Gulf Shores, Alabama, specification sets a 10% line, above which the whole finish is replaced rather than patched: “Chip out all hollow, delaminated, or compromised plaster areas.” Source: State of Louisiana, Office of State Procurement, read 2026-10-29. “If 10% or more of the plaster finish is found to be defective, the plaster shall be removed and replaced complete from all surfaces.” Source: City of Gulf Shores, Alabama, read 2026-10-29. In Alexandria, Virginia, city staff looked at Warwick Pool too: “City staff reviewed the pool condition and concurred with the contractor’s determination.” Source: City of Alexandria, Virginia, read 2026-10-29.

What is pool plaster made of?

Conventional pool plaster is white portland cement mixed with crushed white marble (marble dust) and water, troweled on by hand. The Gulf Shores, Alabama, specification gives the mix and a minimum thickness of 3/8 inch: “Conventional white marble pool plaster finish coat: Mix finish in proportion of one part by volume of white portland cement to not more than two parts by volume of aggregates (specified white marble dust).” Source: City of Gulf Shores, Alabama, read 2026-10-29. “Apply finish plaster to the properly prepared substrate at the minimum thickness required by the manufacturer, but no less than 3/8” thickness at any location.” Source: City of Gulf Shores, Alabama, read 2026-10-29. “Hand-trowel all surfaces for a smooth, consistent finish.” Source: State of Louisiana, Office of State Procurement, read 2026-10-29.
