How to search a permit by address in Indianapolis
Accela separates the search type from the fields you enter. On the permit-case page, use the dropdown to choose General Search or Site Address. The city describes both as ways to search permit cases.
For an address that does not appear, the city suggests reducing the entry to the street number and street name, or trying the parcel number. This is its published response to an address that fails to populate in the portal.
Permit-history research does not require an account. Applying for a permit does require one; the city says the online application replaces the paper application and accepts architectural drawings as PDFs.
Permits and Cases can be searched by General Search or Site Address.

Indianapolis permit application
The residential checklist distinguishes a structural permit from an improvement location permit. Its structural entry refers to alterations, new structures and other structural changes, and carries the exemption reference to section 536-201.
Structural Permit: Required when alterations are occurring to an existing structure, proposing new structure, and all other structural alterations, unless otherwise exempt per Sec. 536-201 of the City of Indianapolis Building Standards and Procedures.

Do I need a permit for a fence in Indianapolis?
The Building Standards and Procedures page links a guide marked effective January 1, 2018. Its section 536-201(b), titled Exemptions for one- and two-family dwellings, contains the fence entry below. The entry retains the zoning and historic-district conditions; the guide is identified by its own effective date here.

Indianapolis permit requirements
The residential permit page discusses swimming pools and hot tubs together. It distinguishes structural, improvement location and drainage permits, then gives separate size limits for the structural and improvement location exemptions. The city-linked guide places its aboveground-pool structural item in section 536-201(b)(14).
In-ground and above-ground swimming pools, as well as hot tubs, require structural, improvement location, and drainage permits like any other structure. Erection or installation of an above-ground swimming pool (or hot tub) 30 inches or less deep and 15 feet or less at its widest points will not require a structural permit.Additionally, an above-ground swimming pool (or hot tub) 18 inches deep or less and 15 feet or less in diameter will not require an improvement location permit.

Can a homeowner pull their own permit in Indianapolis?
For work performed by the property owner, the residential checklist calls for a completed Statement of Intent. The checklist itself accompanies the permit application; the city says further documentation may be requested during review.
The wrecking instructions carry a separate rule: the title holder signs the permit, and the property owner, general contractor or wrecking contractor obtains it. The same instructions say that a wrecking contractor is the party who can obtain the permit in certain situations.
What work does not need a permit in Indianapolis?
The residential Heating and cooling section publishes two exceptions. Its water-heater exception depends on the replacement being identical in venting arrangement and fuel or energy input; the other entry concerns extending duct work. Read those conditions with the requirement that introduces them.
Any construction activity related to a heating, venting, air conditioning, or refrigeration system requires a permit, with the following exceptions: Replacement of a water heater with one that is identical as to venting arrangement and type of fuel or energy input Extension of heating or cooling duct work

Before you apply in Indianapolis: checklist
Submit the completed Residential Plan Submittal Checklist with the permit application. The city warns that the review may lead to a request for additional documentation, even when the initial checklist is included.
For a residential structural application, the city typically lists the legal description, a scaled site plan, a foundation plan, a floor plan and a load-bearing wall section. It also lists drawings of the building or addition from each side and truss specifications when trusses will be used.
The plan-set requirement includes legibility and a standard engineer or architect scale. The scale, property address and date belong on the plans. Upload documents as PDFs and split files that exceed the portal limit shown in the table.
A completed Residential Plan Submittal Checklist is required when you submit your permit application.

For site or plot plans, the city gives a route through the case attachments. Search an address or parcel number, select a permit case, then use Record Info and Attachments. Its examples of case prefixes to look for are ILP, DRN and SGN.
