How to search a permit by address in Eugene
Use Permit Record Search for an existing property record. The By Site Address tab accepts a property address; the city also describes a street-wide search using a street name and house number zero. The By Permit Number tab narrows the lookup to a single permit. These are different ways into the record search, rather than an application to start construction.
Enter an address for permits related to a single property or just a street name with house number 0 to search across all properties on a street.

The status filter operates across permits associated with a project. A project can therefore appear because one of its permits matches the selected status, even when another permit in that project has a different status. Read the individual permit record when interpreting the result.
Note: When limiting the search by permit status, permits are displayed based on the status of any permit associated with a project. For example, if a project has an electrical permit with status Done and a building permit with status Expired, the project will be displayed in the results list if the status is limited to either Done or Expired.

Do I need a permit for a fence in Eugene?
The City of Eugene exemption handout separates fences by height and material weight. It also excludes required swimming-pool barriers from that exemption and retains the land-use requirements in Eugene Code Chapter 9. Read the material condition together with the height condition; the handout does not offer a single fence-height threshold for different materials.
Fences nine feet high or less if constructed of wood, wire mesh, chain link or other materials weighing 5 pounds per square foot or less, and fences 6 feet high or less if constructed of materials weighing more than 5 pounds per square foot. This exemption does not apply to required barriers around swimming pools and is not an exemption from the requirements of EC Chapter 9.

The handout identifies Admin Rule R-8.005-B(1)(b)(1) & (2). Its exemptions retain conditions involving subsurface disposal systems, public pipes, easements, flood plains, setbacks, stormwater treatment systems and other local restrictions. Separate trade permits remain a consideration unless separately exempted.
Do I need a permit to repair or replace a roof in Eugene?
Eugene describes reroofing as a conditional exemption, then lists situations where a permit is required. The roof-loading and fire-resistance conditions travel with the exceptions for wildfire hazard zones, townhouses, photovoltaic coverings and sheathing removal. The city handout is more specific than a general statement that roof repairs need no permit.
Re-roofing, where replacement or repair of roofing does not exceed 30 percent of the required live load design capacity, and the roof is not required to be fire resistive. This exception does not apply to (permits for re-roofing are required): • (1) For structures in wildfire hazard zones. • (2) For townhouses. • (3) For installation of building-integrated photovoltaic roof panels and other photovoltaic roof coverings. • (4) Where more than 15 percent of the existing space sheathing is removed to facilitate the installation of new sheathing.

This is the reroofing item in the city handout under Admin Rule R-8.005-B(1)(b)(1) & (2), updated December 2024 and read 2026-10-30. The handout also retains its site restrictions and separate plumbing, electrical and mechanical permit conditions.
Can a homeowner pull their own permit in Eugene?
The residential FAQ answers whether a property owner may perform the work, while eBuild explains who may create an application account. The FAQ ties doing the work yourself to owning, residing in, or intending to reside in the completed structure; it directs readers to the Construction Contractors Board for further information.
If you own, reside in, or will reside in the completed structure then you can do the work yourself. Please contact the Construction Contractors Board (CCB) for more information.

Creating an eBuild account does not require being a builder or contractor. The city separately states in its commercial-permit FAQ that an owner, contractor or authorized agent can apply, with an additional identification requirement when a registered design professional must prepare the documents. That commercial FAQ is identified here by its scope.
You don't have to be a builder or contractor to create an account. Anyone who needs to apply for a building permit in the City of Eugene can create one and use the system.

What work does not need a permit in Eugene?
The residential entry page names small storage sheds and play equipment as examples, then immediately preserves building-code and local-code requirements. An exemption from a building permit does not remove the setback or height rules. Use the city handout for the conditions on the particular item rather than treating an example as a blanket exemption.
There are some projects that do not require a building permit (PDF) such as a small storage shed or play equipment. Work exempt from a permit still needs to meet building code requirements as well as local code requirements (setbacks, height, etc.).

The handout also distinguishes building permits from plumbing, electrical and mechanical permits. Its site restrictions cover public pipes and disposal systems as well as easements, flood plains, setbacks and stormwater treatment systems; those restrictions remain relevant to the fence and reroofing items quoted here.
Unless otherwise exempted, separate plumbing, electrical and mechanical permits will be required for the above exempted items.

How much is a permit and how long does it take in Eugene?
For trade permits that do not require plan review, the eBuild FAQ gives a processing window of three business days before the application is available for payment and issuance. For a residential project requiring plan review, the city instead says timing varies with scope. The log number received at submission can be used to track the project through review.
When you submit your plans you will receive a log number, which can be used to track your project through the review process. Plan review timeframes vary depending on the scope of the proposed project.

Residential construction must begin within 360 days after issuance to keep the permit active. The city describes another 360 days added to the expiration date each time an inspection is requested, plus eligibility for a one-time 180-day extension during construction. These are permit-life periods, rather than a promise about the time required to review plans.
The city publishes its schedule here: Building fees (PDF). Consult that document for the charges relevant to your application; no fee amount is reproduced here. Source read 2026-10-30.
Before you apply in Eugene: checklist
For a project requiring plan review, prepare the application and construction drawings for electronic submission through eBuild. Follow the residential file naming standards. The city describes online submission, project-status tracking, payment and contractor selection as functions of that application process.
For the drawings themselves, show proposed work alongside existing conditions and locate the building relative to property lines and other buildings. The residential FAQ asks for enough detail to construct the project without additional direction. This drawing requirement is separate from searching an existing permit record.

How do I contact the Eugene building department?
The City of Eugene Building page links to the Permit and Information Center contact information. Use that city directory for the department contact details when asking about your application or proposed work. The residential FAQ separately points owners with questions about doing the work themselves to the Construction Contractors Board.
