How much notice does a Missouri HOA board give before a meeting?
For an HOA or condominium association that is a nonprofit corporation under Missouri chapter 355, RSMo 355.251(3)(1), read 2026-10-30 on revisor.mo.gov, says notice of a members' meeting is fair and reasonable if “The corporation notifies its members of the place, date and time of each annual, regular and special meeting of members no fewer than ten, or if notice is mailed by other than first-class or registered mail, thirty, nor more than sixty days before the meeting date;” (Revised Statutes of Missouri 355.251)
Under chapter 355, for the board of a nonprofit corporation, unless the articles or bylaws provide otherwise, regular meetings of the board may be held without notice (355.386(1)), and special meetings of the board must be preceded by at least two days' notice to each director of the date, time, place, and purpose of the meeting (355.386(2)).
Before a Missouri board meets about a common-area job, such as a pool or entry gate repair, a manager can post it on InstaBids to gather written bids.
How can an owner see HOA records in Missouri?
For an HOA or condominium association that is a nonprofit corporation under Missouri chapter 355, RSMo 355.826(1), read 2026-10-30 on revisor.mo.gov, gives a member five business days' written notice as the lead time, for records directly connected with a purpose the member describes (355.826(3)): “Subject to subsection 3 of section 355.831 , a member, or resident of a class of residents who have paid into the corporation for services or other charges over fifty percent of the corporation's operating expenses, is entitled to inspect and copy, subject to subsections 2 and 3 of this section, at a reasonable time and location specified by the corporation, any of the records of the corporation required by this act * if the member or resident gives the corporation written notice or a written demand at least five business days before the date on which the member or resident wishes to inspect and copy.” (Revised Statutes of Missouri 355.826)
Under 355.826(3) of chapter 355, even with that written notice, a member may inspect and copy those records only if the member describes with reasonable particularity the purpose and the records the member desires to inspect, and the records are directly connected with this purpose.
If an owner reviewing association records spots a common-area repair still pending, the board can post that job on InstaBids for written bids.
What records does a Missouri HOA have to keep?
For an HOA or condominium association that is a nonprofit corporation under Missouri chapter 355, RSMo 355.821(1), read 2026-10-30 on revisor.mo.gov, says what the corporation shall keep as permanent records: “A corporation shall keep as permanent records minutes of all meetings of its members and board of directors, a record of all actions taken by the members or directors without a meeting, and a record of all actions taken by committees of the board of directors as authorized by subsection 4 of section 355.406 .” (Revised Statutes of Missouri 355.821)
Under chapter 355, 355.821(5)(4) has the corporation keep a copy at its principal office of the minutes of all meetings of members and records of all actions approved by the members for the past three years.
When board minutes approve a project such as paving or fence repair, the manager can post it on InstaBids and compare the written bids received.
Can a Missouri HOA fine an owner without a hearing?
Section 442.404 does not use the word hearing; for a homeowners association under Missouri chapter 442, RSMo 442.404(2)(3), read 2026-10-30 on revisor.mo.gov, puts written notice first for a political sign: “Subject to the foregoing, a homeowners' association shall not remove a political sign from the property of a homeowner or impose any fine or penalty upon the homeowner unless it has given such homeowner three days after providing written notice to the homeowner, which notice shall specifically identify the rule and the nature of the violation.” (Revised Statutes of Missouri 442.404)
For a sale sign under chapter 442, a homeowners association shall not remove the sale sign or impose any fine or penalty unless it has given the owner three business days after the owner receives written notice that specifically identifies the rule and the nature of the alleged violation (442.404(4)(3)).
Each written notice rule for a political sign or a sale sign is subject to the foregoing in its subsection: under chapter 442 a homeowners association may remove such a sign without liability if it is placed within the common ground, threatens the public health or safety, violates an applicable statute or ordinance, is accompanied by sound or music, or has other materials attached (442.404(2)(3), 442.404(4)(3)).
When a fine notice points to an exterior repair, like siding or a fence, the lot owner can post that work on InstaBids and compare written bids.
Does Missouri HOA law apply to condominiums?
Not the homeowners association rules of chapter 442: RSMo 442.404(1)(1), read 2026-10-30 on revisor.mo.gov, defines a homeowners association and adds: “This term shall not include a condominium unit owners' association as defined and provided for in subdivision (3) of section 448.1-103 or a residential cooperative;” (Revised Statutes of Missouri 442.404)
So under 442.404(1)(1) a residential cooperative is outside, and so is a condominium unit owners association (chapter 448), the chapter 442 homeowners association sign, solar and chicken rules on this page; this page does not quote chapter 448.
Whichever Missouri chapter covers the building, a condo or HOA board can post shared work like roof or gutter repair on InstaBids for written bids.
Can a Missouri HOA ban solar panels?
Under Missouri chapter 442, RSMo 442.404(3)(1), read 2026-10-30 on revisor.mo.gov, says deed restrictions and covenants shall not limit or prohibit rooftop solar, for rooftops that are owned, controlled, and maintained by the owner (442.404(3)(3)): “No deed restrictions, covenants, or similar binding agreements running with the land shall limit or prohibit, or have the effect of limiting or prohibiting, the installation of solar panels or solar collectors on the rooftop of any property or structure.” (Revised Statutes of Missouri 442.404)
A homeowners association under chapter 442 may adopt reasonable rules regarding the placement of solar panels or solar collectors to the extent that those rules do not prevent the installation of the device, impair the functioning of the device, restrict the use of the device, or adversely affect the cost or efficiency of the device, for rooftops owned, controlled, and maintained by the owner (442.404(3)(2), 442.404(3)(3)).
To compare written bids on a rooftop solar panel install at a Missouri home, the owner can post the job on InstaBids with photos of the roof.
Can a Missouri HOA ban chickens?
Under Missouri chapter 442, RSMo 442.404(5)(1), read 2026-10-30 on revisor.mo.gov, sets the line for deed restrictions and covenants on a lot that is two-tenths of an acre or larger: “No deed restrictions, covenants, or similar binding agreements running with the land shall prohibit or have the effect of prohibiting ownership or pasturing of up to six chickens on a lot that is two-tenths of an acre or larger, including prohibitions against a single chicken coop designed to accommodate up to six chickens.” (Revised Statutes of Missouri 442.404)
A homeowners association under chapter 442 may adopt reasonable rules regarding ownership or pasturing of chickens, including a prohibition or restriction on ownership or pasturing of roosters (442.404(5)(2)).
If a backyard coop or fencing project is allowed, the homeowner can post the build on InstaBids and compare the written bids from contractors.

What to put in a written scope for Missouri HOA work
- The work in plain words for each common area, with photos, so bids line up line by line.
- Member meeting on the contract: for an association that is a nonprofit corporation under chapter 355, notice is fair and reasonable if the corporation notifies its members of the place, date and time no fewer than ten, or if notice is mailed by other than first-class or registered mail, thirty, nor more than sixty days before the meeting date (355.251(3)(1)).
- Special board meeting to approve the work: under chapter 355, unless the articles or bylaws provide otherwise, special meetings of the board must be preceded by at least two days' notice to each director of the date, time, place, and purpose of the meeting (355.386(2)).
- Roof work near solar panels: under chapter 442, a homeowners association may adopt reasonable rules regarding the placement of solar panels or solar collectors to the extent that those rules do not prevent the installation, impair the functioning, restrict the use, or adversely affect the cost or efficiency of the device, for rooftops owned, controlled, and maintained by the owner (442.404(3)(2), 442.404(3)(3)).
- Records of the decision: under chapter 355, a nonprofit corporation shall keep as permanent records minutes of all meetings of its members and board of directors (355.821(1)).
Calling contractors one by one, or one written scope?
Calling contractors one by one gets each one's own idea of the job. With one written scope, you describe it once, contractors bid in writing on that scope, and you choose who gets your number.
