What repairs is a landlord responsible for in Iowa?
Section 562A.15(1)(a) of the Iowa Code, read 2026-10-30 on legis.iowa.gov, opens with four duties of the landlord, the first tied to building and housing codes: “1. a. The landlord shall: (1) Comply with the requirements of applicable building and housing codes materially affecting health and safety. (2) Make all repairs and do whatever is necessary to put and keep the premises in a fit and habitable condition. (3) Keep all common areas of the premises in a clean and safe condition. The landlord shall not be liable for any injury caused by any objects or materials which belong to or which have been placed by a tenant in the common areas of the premises used by the tenant. (4) Maintain in good and safe working order and condition all electrical, plumbing, sanitary, heating, ventilating, air-conditioning, and other facilities and appliances, including elevators, supplied or required to be supplied by the landlord.” (Iowa Code 562A.15)
Item (6) of the same paragraph covers water and heat, with its own exception: “(6) Supply running water and reasonable amounts of hot water at all times and reasonable heat, except where the building that includes the dwelling unit is not required by law to be equipped for that purpose, or the dwelling unit is so constructed that heat or hot water is generated by an installation within the exclusive control of the tenant and supplied by a direct public utility connection.” (Iowa Code 562A.15) Item (5) adds receptacles for ashes, garbage, rubbish and other waste and arranging for their removal.
Work shifts to the tenant only by agreement. In a single family residence, 562A.15(2) lets the landlord and tenant agree in writing that the tenant perform the (1)(a)(5) and (6) duties and specified repairs, but only if the transaction is entered into in good faith; for any other dwelling unit, 562A.15(3) calls for an agreement entered into in good faith and set forth in a separate writing signed by the parties and supported by adequate consideration, which does not diminish or affect the obligation of the landlord to other tenants.
For an electrical, plumbing, heating or appliance repair in an Iowa rental, a manager can post the job on InstaBids with photos and compare written bids.
How long does a landlord have to make repairs in Iowa?
Section 562A.21(1), read 2026-10-30, names no finish date for a repair; the count is seven days, and it runs inside the tenant’s written notice of a material noncompliance by the landlord: “1. Except as provided in this chapter, if there is a material noncompliance by the landlord with the rental agreement or a noncompliance with section 562A.15 materially affecting health and safety, the tenant may elect to commence an action under this section and shall deliver a written notice to the landlord specifying the acts and omissions constituting the breach and that the rental agreement will terminate upon a date not less than seven days after receipt of the notice if the breach is not remedied in seven days, and the rental agreement shall terminate and the tenant shall surrender as provided in the notice subject to the following:” (Iowa Code 562A.21)
Paragraph (1)(a) of 562A.21 keeps the agreement alive: if the breach is remediable by repairs or the payment of damages or otherwise, and if the landlord adequately remedies the breach prior to the date specified in the notice, the rental agreement shall not terminate.
When a written repair notice comes in, a manager can describe the repair on InstaBids once and line up written bids on the same scope.
How much notice does a landlord have to give before entering in Iowa?
Section 562A.19(3), read 2026-10-30, sets the count in hours, except in case of emergency or if it is impracticable to do so: “3. The landlord shall not abuse the right of access or use it to harass the tenant. Except in case of emergency or if it is impracticable to do so, the landlord shall give the tenant at least twenty-four hours’ notice of the landlord’s intent to enter and enter only at reasonable times.” (Iowa Code 562A.19)
For an emergency, 562A.19(2) drops the consent step: “2. The landlord may enter the dwelling unit without consent of the tenant in case of emergency.” (Iowa Code 562A.19)
For planned work, under 562A.19(1) the tenant shall not unreasonably withhold consent to the landlord to enter for the purposes that subsection lists, among them to make necessary or agreed repairs and to exhibit the dwelling unit to workers or contractors.
When a repair needs entry to an occupied unit, a manager can post it on InstaBids first and compare written bids before setting the entry time.
How long does a landlord have to return a security deposit in Iowa?
Section 562A.12(3)(a), read 2026-10-30, gives thirty days, counted from the end of the tenancy and receipt of the tenant’s mailing address or delivery instructions, to return the deposit or furnish a written statement: “3. a. A landlord shall, within thirty days from the date of termination of the tenancy and receipt of the tenant’s mailing address or delivery instructions, return the rental deposit to the tenant or furnish to the tenant a written statement showing the specific reason for withholding of the rental deposit or any portion thereof.” (Iowa Code 562A.12)
Under 562A.12(4), a landlord who fails to provide a written statement within thirty days of termination of the tenancy and receipt of the tenant’s mailing address or delivery instructions shall forfeit all rights to withhold any portion of the rental deposit; 562A.12(7) adds that the bad-faith retention of a deposit by a landlord in violation of the section shall subject the landlord to punitive damages not to exceed twice the monthly rental payment in addition to actual damages.
At move-in, under 562A.12(1) a landlord shall not demand or receive as a security deposit an amount or value in excess of two months’ rent.
For move-out cleaning and repairs before a deposit is returned, a manager can post the turnover job on InstaBids and compare written bids.
When can a tenant end a lease over repairs in Iowa?
Under 562A.21(1), read 2026-10-30, when there is a material noncompliance by the landlord with the rental agreement or a noncompliance with 562A.15 materially affecting health and safety, the tenant shall deliver a written notice to the landlord saying the rental agreement will terminate upon a date not less than seven days after receipt of the notice if the breach is not remedied in seven days. Under 562A.21(1)(c), even if the breach is not remedied in seven days, the tenant may not terminate for a condition caused by the deliberate or negligent act or omission of the tenant, a member of the tenant’s family, or other person on the premises with the tenant’s consent.
A repeat breach has its own rule in 562A.21(1)(b): if substantially the same act or omission which constituted a prior noncompliance of which notice was given recurs within six months, the tenant may terminate the rental agreement upon at least seven days’ written notice specifying the breach and the date of termination, unless the landlord has exercised due diligence and effort to remedy the breach.
Outside a repair dispute, under 562A.34 the landlord or the tenant may terminate a month-to-month tenancy by a written notice given to the other at least thirty days prior to the periodic rental date specified in the notice, and may terminate a week-to-week tenancy by a written notice given to the other at least ten days prior to the termination date specified in the notice.
If a tenant's repair notice could end in a lease ending early, a manager can post that repair on InstaBids and compare written bids before choosing.
When can a tenant withhold rent over repairs in Iowa?
Section 562A.23(1), read 2026-10-30, links rent to one kind of failure, where the landlord deliberately or negligently fails to supply running water, hot water, heat or essential services. Section 562A.23(3) adds that the rights under the section do not arise until the tenant has given notice to the landlord, or if the condition was caused by the deliberate or negligent act or omission of the tenant, a member of the tenant’s family, or other person on the premises with the consent of the tenant. After written notice, 562A.23(1) gives the tenant three routes: “1. If contrary to the rental agreement or section 562A.15 the landlord deliberately or negligently fails to supply running water, hot water, or heat, or essential services, the tenant may give written notice to the landlord specifying the breach and may: a. Procure reasonable amounts of hot water, running water, heat and essential services during the period of the landlord’s noncompliance and deduct their actual and reasonable cost from the rent; b. Recover damages based upon the diminution in the fair rental value of the dwelling unit; or c. Recover any rent already paid for the period of the landlord’s noncompliance which shall be reimbursed on a pro rata basis.” (Iowa Code 562A.23)
Where the landlord deliberately or negligently fails to supply running water, hot water, heat or essential services, under 562A.23(2) a tenant who may give written notice to the landlord specifying the breach and proceeds under section 562A.23 may not proceed under section 562A.21 as to that breach. Under 562A.23(3), those rights do not arise until the tenant has given notice to the landlord, or if the condition was caused by the deliberate or negligent act or omission of the tenant, a member of the tenant’s family, or other person on the premises with the consent of the tenant.
For an essential service such as heat, water or hot water, a manager can post the repair on InstaBids with photos and get written bids on one scope.
Who does Iowa landlord tenant law cover?
Iowa Code chapter 562A, the Uniform Residential Landlord and Tenant Law, governs rental agreements for dwelling units, and section 562A.5, read 2026-10-30, sets aside eight arrangements that are not governed by this chapter unless created to avoid the application of this chapter. First on that list: “Unless created to avoid the application of this chapter, the following arrangements are not governed by this chapter: 1. Residence at an institution, public or private, if incidental to detention or the provision of medical, geriatric, educational, counseling, religious, or similar service.” (Iowa Code 562A.5) Next come a purchaser occupying under a contract of sale, a member of a fraternal or social organization, transient occupancy in a hotel, motel or other similar lodgings, an employee of a landlord whose right to occupancy is conditional upon employment in and about the premises, an owner of a condominium unit or a holder of a proprietary lease in a cooperative, premises used primarily for agricultural purposes, and housing owned by a nonprofit organization providing transitional housing for persons released from drug or alcohol treatment facilities and housing for homeless persons; all of these are not governed by chapter 562A.
Managers of Iowa rentals covered by this chapter can post any unit repair on InstaBids by chat or through their own AI assistant.

What to put in a written repair scope for an Iowa rental
- The repair in plain words, with photos, and the 562A.15(1)(a) duty the landlord meets with it: make all repairs and do whatever is necessary to put and keep the premises in a fit and habitable condition, or maintain in good and safe working order and condition the supplied electrical, plumbing, sanitary, heating, ventilating or air-conditioning facilities.
- The day the tenant’s written notice of a material noncompliance arrived and the day work begins, because that notice says the rental agreement will terminate if the breach is not remedied in seven days (562A.21(1)).
- The entry plan for the workers or contractors: the landlord gives the tenant at least twenty-four hours’ notice of the landlord’s intent to enter and enters only at reasonable times, except in case of emergency or if it is impracticable to do so (562A.19(3)).
- At move-out, the date the tenant’s mailing address or delivery instructions arrived, and the written statement showing the specific reason for withholding, or the deposit returned, within thirty days (562A.12(3)(a)).
Phoning contractors one at a time, or one written scope?
Once a tenant’s written notice of a material noncompliance says the breach must be remedied in seven days (562A.21(1)), phoning contractors one at a time eats into that window. With one written scope carrying the repair and the date the notice arrived, you describe it once, contractors bid in writing on that scope, and you choose who gets your number.
