Who is responsible for repairs in a Idaho HOA?
Idaho Code chapter 32 ties common-area upkeep to assessments in 55-3207(1), read 2026-10-30 on legislature.idaho.gov: “A homeowner’s association may levy an assessment against a lot for the reasonable costs incurred in the maintenance of common areas consisting of real property owned and maintained by the homeowner’s association.” (Idaho Code 55-3207)
Chapter 32, each of its sections read 2026-10-30, sets no other repair split between the association and an owner. It leaves that to the governing documents, which 55-3203(6) defines this way: “"Governing documents" means a written instrument by which the homeowner’s association may exercise powers or manage, maintain, or otherwise affect the property under the jurisdiction of the homeowner’s association.” (Idaho Code 55-3203) Under 55-3203(6) governing documents include the bylaws, a plat, rules of the homeowner's association and any declaration of covenants, conditions, and restrictions; an Idaho board or manager reads those documents, not chapter 32, for who repairs an owner's lot.
When the governing documents put a common-area repair on the association, such as fence, pool or clubhouse upkeep, a board can post the job on InstaBids and compare written bids.
How can an owner see HOA records in Idaho?
Idaho Code chapter 32 sets two request windows in 55-3205, read 2026-10-30 on legislature.idaho.gov. For the updated financial disclosure: “(3) A homeowner’s association or its agent shall provide a member and the member’s agent, if any, an updated financial disclosure no more than ten (10) business days after a request by the member or the member’s agent is received by the manager, president, board member, or other agent of the homeowner’s association, or any combination thereof.” (Idaho Code 55-3205) (55-3205(3)).
For the member's own account, under chapter 32 a homeowner's association or its agent shall provide a statement of the member's assessment account no more than five (5) business days after a written request is received (55-3205(1)).
If a records request turns up deferred upkeep on the common areas, a board can describe that repair once on InstaBids and get written bids on the same scope.
What records does a Idaho HOA have to keep?
Idaho Code chapter 32 sets the minutes rule in 55-3204(3)(c), read 2026-10-30 on legislature.idaho.gov, for all homeowner's associations, whether incorporated or unincorporated: “Take minutes from all meetings of the homeowner’s association, including membership meetings and board meetings, and preserve such minutes for a minimum of ten (10) years; and” (Idaho Code 55-3204)
After each fiscal year, under chapter 32 a homeowner's association or its agent shall provide all members of the organization with an updated and reconciled financial disclosure for the fiscal year within sixty (60) days of the close of the fiscal year (55-3205(4)).
Written bids on a common-area job are simple to file with the board's records: post the job on InstaBids and each contractor's bid comes back in writing.
How much notice does a Idaho HOA board give before a meeting?
Idaho Code chapter 32 prints no day count for meeting notice; under 55-3204(3)(b), read 2026-10-30 on legislature.idaho.gov, every homeowner's association, whether incorporated or unincorporated, shall be governed by the nonprofit corporation act sections it names as those provisions relate to notice of meetings: “Be governed by the provisions of sections 30-30-501 and 30-30-505 , Idaho Code, as those provisions relate to notice of meetings of the homeowner’s association.” (Idaho Code 55-3204) Under that subsection the board may adopt a process for members to choose to receive notice by electronic means rather than by mail.
Under chapter 32, board meetings must be open to the members of the homeowner's association and any representative or agent designated in a signed writing by a member (55-3204(1)), except an executive session held upon a majority vote of the board for the purposes in 55-3204(2).
Under chapter 32 all homeowner's associations, whether incorporated or unincorporated, shall hold a meeting of the membership each calendar year (55-3204(3)(a)).
Before the meeting where a common-area project is up for a vote, a manager can post that job on InstaBids and bring written bids, side by side, to the board.
When does a Idaho HOA have to get competitive bids?
Idaho Code chapter 32, read section by section on 2026-10-30 on legislature.idaho.gov, sets no competitive-bid count; it names bids once, in 55-3204(2)(a), as a purpose for which an executive session at which members are excluded may be held upon a majority vote of the board: “To consider matters of personnel, hiring, bid review, or contract negotiation;” (Idaho Code 55-3204)
On service contracts, under chapter 32 at an annual meeting board members shall declare any conflict of interest or familial relationship with any person or entity who has previously entered into or seeks to enter into a service contract with the homeowner's association (55-3204(4)).
When a board wants competing bids on landscaping, paving or roof work, it can post the job once on InstaBids and compare written bids on one scope.
Can a Idaho HOA fine an owner without a hearing?
Idaho Code chapter 32 answers in 55-3206(1), read 2026-10-30 on legislature.idaho.gov: “Written notice must be provided to the member at least thirty (30) days prior to a meeting at which a vote to impose a fine on the member is to be held.” (Idaho Code 55-3206)
Under chapter 32, “A majority vote by the board is required before any fine may be imposed on a member for a violation of any covenants and restrictions pursuant to the rules and regulations of the homeowner’s association.” (Idaho Code 55-3206) (55-3206(1)), and no fine may be imposed unless the authority to impose a fine is clearly set forth in the covenants and restrictions (55-3206(1)).
Under chapter 32, if the member begins resolving the violation before that meeting, no fine may be imposed as long as the member continues to address the violation in good faith until fully resolved (55-3206(2)).
When a fine is about an unrepaired fence, siding or yard, the owner can post that fix on InstaBids and compare written bids from contractors before choosing one.
Does Idaho HOA law apply to condominiums?
Idaho Code chapter 32 reaches an association through its definition in 55-3203(7)(a), read 2026-10-30 on legislature.idaho.gov: “"Homeowner’s association" means any incorporated or unincorporated residential association:” (Idaho Code 55-3203) in which membership is based on owning or possessing an interest in real property, and that has the authority, pursuant to recorded covenants, bylaws, or other governing documents, to assess and record liens against the real property of its members.
The chapter 32 definition in 55-3203(7)(a) reaches any incorporated or unincorporated residential association by membership and the authority to assess and record liens, not by the word condominium; Idaho's separate condominium act is not quoted on this page.
For a condominium association's shared roof, hallway or lobby repair, the manager can post the job on InstaBids and get written bids on the same scope.
What changed in Idaho HOA law in 2025?
Idaho Code chapter 32 added board-control rules in 55-3204A, read 2026-10-30 on legislature.idaho.gov, for any homeowner's association formed after July 1, 2025 (55-3204A(1)): “Regardless of the period of declarant control provided by the governing documents, on or before one hundred eighty (180) days after the date on which seventy-five percent (75%) of the lots are conveyed to owners other than the declarant or a builder in the business of constructing homes that purchased the lots from the declarant for the purpose of selling completed homes built on the lots, at least one-third (1/3) of the positions on the homeowner’s association board shall be offered for members elected by owners other than the declarant.” (Idaho Code 55-3204A) (55-3204A(1)(b)).
Section 55-3204B of chapter 32 caps proxies: no single owner may hold proxies representing more than fifty percent (50%) of the total votes in the homeowner's association (55-3204B(2)(a)), a cap that does not apply to an association with fewer than twenty (20) residences or during declarant control (55-3204B(3)).
When owner-elected members join a board, they can post the first common-area repairs on InstaBids and weigh written bids side by side before picking a contractor.

- The work in plain words for each common area, with photos, so bids line up line by line.

Calling contractors one by one, or one written scope?
Calling contractors one by one gets each one's own idea of the job. With one written scope, you describe it once, contractors bid in writing on that scope, and you choose who gets your number.
