Roof replacement grant?
Alabama’s Department of Insurance runs Strengthen Alabama Homes, a grant toward a roof built to the FORTIFIED Roof standard, capped at $10,000.
“To receive this grant, you must reach the IBHS FORTIFIED Roof standard.”
“Once all three bids are submitted, you will receive the grant award letter before mitigation work begins.”
Source: Strengthen Alabama Homes, Alabama Department of Insurance, read .
To get written bids on a roof built to the FORTIFIED standard, you can post the roof job on InstaBids.
Roof replacement rebates?
Mississippi’s Insurance Department pays Strengthen Mississippi Homes grants of up to $10,000 for a FORTIFIED roof, and for 2026 it picks recipients by lottery from wind pool policyholders.
“Note: For 2026 SMH Grants, Grant recipients must be currently insured through the MS wind pool(MWUA) and have been insured by the wind pool for three(3) consecutive policy years prior to being eligible.”
“Selections are made via a lottery process.”
“SMH grants do not cover the cost of the evaluation.”
Source: Mississippi Insurance Department, Strengthen Mississippi Homes, read .
For a FORTIFIED roof in Mississippi or elsewhere, you can describe the roof once on InstaBids and contractors bid in writing.
Metal roof rebate?
Florida’s My Safe Florida Home grant lets the owner choose metal, tile or shingle when the whole roof is replaced, and it does not pay for a patch job.
“Roof patching or other partial repairs of the roof will not be eligible for funding under the MSFH Program.”
“The home must have been built before January 1, 2008, as reflected on the county property appraiser’s website.”
Sources: My Safe Florida Home Program Support Center (roof replacement article), read ; My Safe Florida Home Program, FAQs, read .
To compare written bids on metal, tile or shingle roofing, you can post the roof replacement on InstaBids.
Government grants for roof replacement or repair?
The federal one is USDA’s Section 504 home repair grant for very-low-income homeowners aged 62 or older; USDA’s page ties the grant to health and safety hazards and does not name roofs.
“Grants have a lifetime limit of $10,000”
“Grants must be repaid if the property is sold in less than 3 years”
Two state programs name roofing: Virginia’s EHARP, with a $4,000 maximum, and Washington’s HRGP for low-income homeowners in rural areas of the state. Virginia EHARP on the bathroom remodel grants page
Sources: U.S. Department of Agriculture, Rural Development (Section 504), read ; Virginia Department of Housing and Community Development, EHARP, read ; Washington State Department of Commerce, HRGP, read .
For roof repair or replacement on an older home, you can post the roofing job on InstaBids and read each written bid.
Roof rebate?
South Carolina’s Safe Home grant pays up to $7,500 toward a roof retrofit in the state’s coastal counties; its page said it was not taking applications when read on October 17, 2026, and that applications open twice a year.
“It does not pay for regular home repairs, remodeling, or building new rooms.”
Louisiana’s Blue Tarp roof grant, capped at $15,000.00, has also stopped taking applications.
Sources: South Carolina Department of Insurance, SC Safe Home, read ; Louisiana Housing Corporation, Blue Tarp Program, read .
To see written bids on a roof retrofit for a coastal home, you can post the roof job on InstaBids.
Roof tax credit?
No federal credit pays for an ordinary roof: the Residential Clean Energy Credit ended for property placed in service after December 31, 2025, and the IRS left plain roofing out of it.
“Traditional building components that primarily serve a roofing or structural function generally don't qualify.”
“For example, roof trusses and traditional shingles that support solar panels don't qualify, but solar roofing tiles and solar shingles do because they generate clean energy.”
Source: Internal Revenue Service (IRS), Residential Clean Energy Credit, read .
With no federal credit for an ordinary roof, the roof replacement itself can still go on InstaBids for written bids.
Roof repair tax credit?
No. The IRS instructions for the credit form set solar roofing tiles apart from the parts of a roof that only do a roof’s job:
“This is in contrast to structural components such as a roof's decking or rafters that serve only a roofing or structural function and thus do not qualify for the credit.”
Source: Internal Revenue Service (IRS), Instructions for Form 5695, read .
To compare written bids on roof repairs, from flashing to decking, you can post the repair job on InstaBids.
Rebate, tax credit, grant or weatherization: how they differ
Grant: Alabama and Mississippi pay their roof grants straight to the contractor after the roof earns its FORTIFIED certificate.
Loan: USDA’s Section 504 also makes repair loans, and Minnesota’s Rehabilitation Loan Program, which lists roof repair or replacement, has this rule:
“Loans are forgiven if you do not sell, transfer title, or cease to occupy the property during the loan term.”
Tax credit: both IRS home energy credits ended after December 31, 2025, as the IRS section above quotes.
Weatherization: not a roof program. North Carolina’s weatherization page lists this under the work it does not provide:
“Major home repairs such as new roofs, new floors, plumbing, and electrical work”
Before you apply
- “You must receive grant approval BEFORE beginning construction.”
- “You must have the award letter from SMH before mitigation work can begin.”
- “You must provide proof that you have an in-force homeowners insurance policy with wind coverage.”
- “Submit your last years' filed Federal 1040 or 1040-SR form.”
- “The homeowner is responsible for the full cost of the Evaluation.”
- For USDA’s Section 504, the intake forms named on rd.usda.gov are Form RD 3550-35 and Form RD 3550-1.
- Georgia’s HRRP lists insurance and FEMA award letters among the documents for the application.
