Home energy rebate program?

The federal program has two parts, HOMES and HEEHR, and DOE renamed the second one in its Home Energy Rebates Program Notice 26-2, effective May 29, 2026:

“DOE is changing the program name from “Home Electrification and Appliance Rebates” to “High-Efficiency Electric Home Rebates” (HEEHR) to align with the statutory name in section 50122 of the IRA.”

State energy offices that list a program taking applications include Indiana, North Carolina, New Mexico and Wisconsin; New Mexico gives its launch date this way:

“In New Mexico, the Home Electrification and Appliance Rebates (HEAR) Program launched September 3, 2024.”

For a whole-home upgrade under HOMES or HEAR, you can describe the work once on InstaBids and contractors bid in writing.

Energy efficient home rebate?

DOE’s HOMES rebate pays toward whole-home upgrades modeled to cut energy use by at least 20%, and DOE lists the kinds of work it covers:

“HOMES offers several possible pathways to affordable upgrades including insulation, air sealing, heating and cooling equipment, water heaters, duct sealing, appliances, and lighting.”

Indiana’s energy office sets the same 20% floor for HOMES whole-home retrofits, for single family and multifamily residents.

North Carolina lists its HOMES rebate this way:

“Homeowners Managing Efficiency Savings (HOMES): Offers eligible households up to $16,000 for home efficiency upgrades, such as air sealing or energy-efficient HVAC units.”

Sources: U.S. Department of Energy (DOE), Home Energy Rebates Program, read ; Indiana Office of Energy Development, Home Energy Rebates, read ; North Carolina Department of Environmental Quality, Energy Saver North Carolina, read .

To compare written bids on insulation, air sealing or a heat pump for an energy upgrade, you can post the job on InstaBids.

Home energy efficiency rebate program?

Indiana’s Energy Saver Program runs HOMES and HEAR through one application, and the state energy office announced its launch on May 14th, 2025.

“The Home Appliance Rebate (HEAR) provides additional cost savings to low- and moderate-income households earning less than 150% of the Area Median Income for select, first-time upgrades.”

Indiana pays the rebate as an upfront discount on the product and on its installation.

In Wisconsin, Focus on Energy runs both programs for the Public Service Commission; a household signs up for one program at a time, and HOMES starts with a home energy assessment that names the eligible upgrades.

“You may only participate in one program at a time.”

Sources: Indiana Office of Energy Development, Home Energy Rebates, read ; Focus on Energy (for the Public Service Commission of Wisconsin), IRA Home Energy Rebates, read .

Once you know what your state energy office covers, you can post the efficiency job on InstaBids and read each written bid.

Home energy rebate portal?

Each state runs its own application site; Indiana says its official program website is the only way to apply:

“The only way to access IESP rebates is by submitting an application through the official program website, www.IndianaEnergySaver.com”

Source: Indiana Office of Energy Development, Home Energy Rebates, read .

The rebate itself runs through the state's own site; for the contractor side, you can post the job on InstaBids for written bids.

Federal home energy rebate program?

DOE funds the two rebates and publishes these maximums; households apply through their state program, not to DOE:

“American households can save up to $14,000 on efficient upgrades that can lower energy bills and improve comfort and safety of the home.”

“* Grantees may increase rebates for households with income less than 80% of the area median”

“Contact your State or Territory Energy Office for more information on the status and eligibility requirements.”

Under the same DOE notice, state programs that had already launched were given three months from its publication to make the changes, and programs not yet launched must follow the new rules before they open.

Maryland, Washington and Pennsylvania each say on their own pages that they are reworking their programs after DOE’s new guidance.

Sources: U.S. Department of Energy (DOE), Home Energy Rebates Program, read ; U.S. Department of Energy (DOE), Home Energy Rebates Program Notice 26-2, read ; Maryland Energy Administration, IRA Home Energy Rebate Programs, read ; Washington State Department of Commerce, IRA Home Energy Rebates, read ; Pennsylvania Department of Environmental Protection, Inflation Reduction Act, read .

To line up written bids for the upgrade a federal home energy rebate is meant for, you can post the job on InstaBids.

Rebate, tax credit, grant or weatherization: how they differ

HOMES rebate: DOE ties it to whole-home upgrades scored by modeled energy use, for households at all income levels.

HEEHR rebate: paid at the point of sale, and under the DOE notice effective May 29, 2026 it covers moving from electric equipment to more efficient electric equipment:

“Removing program allowances for upgrades for fuel-switching (i.e. replacement of non-electric appliances) and instead allowing rebates for upgrading HVAC and appliances only from existing electric equipment to more efficient electric equipment.”

Tax credit: the IRS energy efficient home improvement credit covers improvements made through December 31, 2025, as the IRS page says.

Weatherization: DOE’s Weatherization Assistance Program is a separate program applied for through a state weatherization administrator, with its own income rule shown in the program table above.

One project, one federal rebate: the DOE notice quotes the statute this way:

“Rebates provided through the HEEHR Program “may not be combined with any other Federal grant or rebate…, for the same qualified electrification project.” See 42 U.S.C. 18795a(c)(8).”
