Federal tax credit status, in the IRS's words
The federal credit that covered insulation and air sealing ended for work placed in service after December 31, 2025; the IRS form instructions say:
“You can’t claim energy efficient home improvement credits for expenditures or property placed in service after December 31, 2025.”
For a 2025 install, the IRS set this cap for insulation material, and its credit page left the labor out: the energy efficient home improvement credit page
“$1,200 for insulation or air sealing material system.”

Attic insulation rebates?
Salt River Project, an Arizona utility, pays up to $600 toward professionally installed attic insulation; Focus on Energy, the Wisconsin utilities’ program, lists attic rebates of $650, $750 and $850 across its three household income levels.
“Existing insulation with an effective R-value less than R-19 that is improved to R-38 is eligible.”
“Rebates effective for improvements made on or after January 1, 2026.”
Sources: Salt River Project (SRP), insulation rebate (utility’s own page), read ; Focus on Energy, Insulation & Air Sealing Rebates (Wisconsin utilities’ program page), read .
To get written bids that list the attic R-value and square footage, you can post the insulation job on InstaBids.
Attic insulation tax credit?
Not for attic insulation put in now. For work placed in service in 2025, the IRS form capped insulation and air sealing at $1,200 on line 18b and counted the materials, not the labor:
“Don't enter more than $1,200 on line 18b.”
Sources: Internal Revenue Service (IRS), Instructions for Form 5695, read ; Internal Revenue Service (IRS), Energy Efficient Home Improvement Credit, read .
With the insulation credit ended for new work, you can still post the attic insulation job on InstaBids for written bids.
Weatherization rebates?
The Weatherization Assistance Program is run state by state; Pennsylvania’s DCED lists attic, wall, basement and crawlspace insulation for households at or below 200% of the federal poverty level, and Georgia’s GEFA uses the same 200 percent line.
“Contact the local weatherization agency that services your county directly to apply.”
“Wall, floor, and attic insulation”
Sources: Pennsylvania Department of Community and Economic Development, Weatherization Assistance Program, read ; Georgia Environmental Finance Authority, Weatherization Assistance Program, read .
For weatherization work outside the state program, such as wall or basement insulation, you can post the job on InstaBids.
Spray foam insulation tax credit?
The IRS line for insulation names no material type; for work placed in service by December 31, 2025 it covered any insulation or air sealing material that met this test:
“Enter the amounts you paid for any insulation material or air sealing material or system (including any vapor retarder or seal to limit infiltration) that is specifically and primarily designed to reduce the heat loss or gain of your home when installed in or on your home and meets the criteria established by the IECC.”
Source: Internal Revenue Service (IRS), Instructions for Form 5695, read .
To compare written bids on spray foam against other insulation types, you can post the insulation job on InstaBids.
Spray foam insulation rebates?
None of the utility pages read for this page names spray foam; Focus on Energy pays by where the insulation goes, with wall insulation at $575 at every income level, and limits repeats:
“Insulation measures are not eligible for a rebate if the building has received a Focus on Energy rebate for the same insulation category within the past three years (1,095 days).”
“Note: Insulation must be installed by a participating insulation Trade Ally contractor to be eligible for standard rebates.”
Source: Focus on Energy, Insulation & Air Sealing Rebates (Wisconsin utilities’ program page), read .
To see how contractors would insulate the attic, walls or crawl space, you can post the spray foam job on InstaBids.
Weatherization tax credit?
The IRS credit that covered insulation and air sealing ended for work after December 31, 2025; weatherization itself is a DOE service program, not a tax credit, and DOE sets its income line this way:
“Households at or below 200% of the poverty income guidelines or that receive Supplemental Security Income are considered under DOE guidelines as eligible for weatherization services.”
“To apply for WAP assistance, first identify your state weatherization administrator and reach out to them.”
Sources: Internal Revenue Service (IRS), Instructions for Form 5695, read ; U.S. Department of Energy, How to Apply for Weatherization Assistance, read .
For air sealing and weatherstripping around the house, you can describe the job once on InstaBids and contractors bid in writing.
Rebate, tax credit, grant or weatherization: how they differ
Utility rebate: SRP in Arizona pays up to $600 toward attic insulation, and Focus on Energy in Wisconsin sets its attic amount by household income level.
Weatherization: Pennsylvania’s and Michigan’s programs list attic and wall insulation among the work they do for income-eligible households.
Home Energy Rebates: DOE says HEEHR can pay for insulation, and a DOE program notice has homes use rebates for insulation and air sealing before heating and cooling upgrades, unless the home already meets a state-specified level.
Loan: Minnesota Housing lists insulation under Energy Loan Plus, a loan rather than a rebate.
Tax credit: the IRS insulation credit has ended, as quoted above.
Before you apply
- “An application for the program requires you to submit proof of household income, proof of home ownership or landlord permission, and information about your utility”
- “Include itemized invoices or receipts clearly showing: Description of work completed Material quantities and costs Total installed cost Purchase date or installation date”
- “Applications must be submitted within 60 days of completed project installation, no later than January 31, 2027.”
- “Proof of underperformance (e.g., photos and thermal images) and an explanation must be provided with your rebate form.”
- Ask contractors to list the model, efficiency rating and paperwork your program asks for in their written bid.
